The recognition of immigration being promotable and able to be increased by economic incentives altered border policy to such an extent that today many governments set annual immigration targets and adjust policy accordingly, whether the target is higher or lower than the previous year’s.

A. of immigration being promotable and able to be
B. of immigration that is capable of promotion and
C. of immigration being capable of promotion and that it can be
D. that immigration can be promoted and it is able to be
E. that immigration can be promoted and


(E) The choices make your task clear. You must decide whether the sentence should start with “the recognition of” or “the recognition that.” In this case, since what follows is a proposition (immigration is promotable; immigration can be promoted), the correct idiom is “that.” Eliminate (A), (B), and (C).

Choice (E) is more succinct. The sentence says that immigration “can be promoted” and implies “can be increased,” so “able to be” is redundant. Choice (E) is correct.

Choice D contains redundancy. "Can be" is the same as "is able to be" so the latter is not necessary. It is more succinct to say "immigration can be X and Y" instead of saying "immigration can be X and is able to be Y."
